國(guó)際旅客通關(guān)指南

歡迎來(lái)到中國(guó)! 本指南僅供參考,以幫助您通過(guò)國(guó)際機(jī)場(chǎng)、海港、火車站或汽車站進(jìn)出中國(guó)時(shí)辦理海關(guān)手續(xù)。
一般規(guī)定
根據(jù)《中華人民共和國(guó)海關(guān)法》,進(jìn)出境旅客應(yīng)當(dāng)在海關(guān)設(shè)立地進(jìn)出境。旅客應(yīng)當(dāng)接受海關(guān)監(jiān)管,如實(shí)向海關(guān)申報(bào)。
所有出入境旅客,除依照規(guī)定免予檢查或者管制的旅客和未滿16周歲的成人旅客外,填寫(xiě)《中國(guó)海關(guān)出境旅客行李申報(bào)單》或《中國(guó)海關(guān)入境旅客行李申報(bào)單》(以下簡(jiǎn)稱《申報(bào)單》),如實(shí)向海關(guān)申報(bào)。
無(wú)需申報(bào)的進(jìn)出境旅客應(yīng)選擇“無(wú)需申報(bào)通道”(綠色通道)。入境旅客攜帶的個(gè)人物品,在海關(guān)規(guī)定的限額內(nèi)免征關(guān)稅,出境旅客攜帶的個(gè)人物品放行。
攜帶申報(bào)物品的進(jìn)出境旅客,應(yīng)當(dāng)選擇“貨物申報(bào)通道”(紅色通道)。
經(jīng)海關(guān)審核認(rèn)可的《申報(bào)單》應(yīng)當(dāng)妥善保管,必要時(shí)應(yīng)當(dāng)在返還時(shí)重新報(bào)送海關(guān)。
海關(guān)在行李上加蓋的封條,未經(jīng)海關(guān)事先許可,不得開(kāi)啟或者撕開(kāi)。
旅客如對(duì)上述指示不清楚,應(yīng)向海關(guān)人員了解詳情或選擇“貨物申報(bào)通道”(紅色通道)。
海關(guān)放行標(biāo)準(zhǔn)和程序
注意:國(guó)際旅客攜帶的進(jìn)出境行李物品、個(gè)人物品僅限于個(gè)人使用,并應(yīng)進(jìn)行合理的數(shù)量控制。
注意:攜帶下列物品的入境旅客應(yīng)選擇“申報(bào)貨物”(紅色通道)。

其他有用信息
-禁止和限制物品
注意:請(qǐng)不要將這些物品帶進(jìn)或帶出中國(guó),否則您將承擔(dān)違法及以下后果的責(zé)任。
您攜帶上述物品未向海關(guān)申報(bào)的,將受到處罰。
禁止進(jìn)口物品:
1. 武器、仿制武器、彈藥和各種爆炸物。
2. 偽造貨幣和偽造有價(jià)證券。
3. 印刷品、電影、照片、唱片、電影膠片、錄音錄像帶、光盤(影音)、計(jì)算機(jī)存儲(chǔ)介質(zhì)和其他損害中國(guó)政治、經(jīng)濟(jì)、文化、道德利益的物品。
4.各種致命的毒藥。
5. 鴉片、嗎啡、海洛因、大麻等成癮性毒品和精神藥物。
6. 水果、茄科蔬菜、活動(dòng)物(寵物貓狗除外)、動(dòng)物產(chǎn)品、動(dòng)植物病原微生物、病蟲(chóng)害及其他有害生物、動(dòng)物尸體、土壤、轉(zhuǎn)基因生物、有關(guān)動(dòng)植物,從動(dòng)植物疫病流行的國(guó)家或者地區(qū)檢疫的產(chǎn)品和其他物品。
7. 來(lái)自疫區(qū)或者對(duì)人畜有害或者可能傳播疾病的食品、藥品等物品。
禁止出口物品:
1. 所有列為禁止進(jìn)口物品的物品。
2. 手稿、印刷品、電影、照片、唱片、電影膠片、錄音錄像帶、光盤(影音)、計(jì)算機(jī)存儲(chǔ)介質(zhì)和其他涉及國(guó)家秘密的物品。
3.珍貴文物和其他禁止出口的文物。
4.珍稀瀕危動(dòng)植物(包括標(biāo)本)、種子和繁殖材料。
-外匯管制
注意:旅客不遵守外匯管理規(guī)定,將被處以罰款,甚至沒(méi)收其貨幣。
外匯: 對(duì)進(jìn)口的外幣、旅行支票或信用證沒(méi)有數(shù)量限制。
但是,進(jìn)境旅客攜帶現(xiàn)金價(jià)值超過(guò)5000美元的外幣的,應(yīng)當(dāng)如實(shí)向海關(guān)申報(bào)。旅客離境時(shí),海關(guān)憑最后一次進(jìn)境申報(bào)放行。
無(wú)上一次現(xiàn)金外幣申報(bào)記錄,或者申報(bào)金額低于本次載客金額的,海關(guān)憑外匯局或者其授權(quán)銀行出具的證明予以放行。
人民幣
人民幣進(jìn)出口限額為2萬(wàn)元。禁止超出部分。

GENERAL PROVISIONS
CAUTION: Inward or outward baggage effects, personal articles carried by international passengers shall be limited to the PERSONAL USE only and subject to REASONABLE QUANTITY control.
CAUTION: Inward passengers with the articles listed below SHALL choose “GOODS TO DECLARE” (RED CHANNEL).
CAUTION: Outward passengers with the articles listed below SHALL choose “GOODS TO DECLARE” (RED CHANNEL).
TIPS! The onsite clearance flow for the inward and outward passengers:
- PROHIBITED AND RESTRICTED ARTICLES
CAUTION: Please don’t bring such articles into or out of China, or you are liable for the violation of the law and the following consequences.
Your are subject to punishment if you fail to declare to the Customs when carrying the articles listed above.
- EXCHANGE CONTROL
CAUTION: Passengers fail to observe the exchange regulation are subject to the administrative penalty fine or even get their currencies confiscated.
However, inward passengers shall accurately declare to the Customs if carrying foreign currencies in cash worth more than 5,000 U.S. dollars. The Customs shall release it on passengers' departure upon the declaration made at the last entry.
Without last time declaration record of foreign currencies in cash, or if the recorded amount is less than what the passengers carry this time, the Customs shall release the discrepancies upon certificate issued by the Foreign Exchange Bureau or its authorized banks.
GENERAL PROVISIONS
- In accordance with “Customs Law of the People’s Republic of China”, inward and outward passengers shall enter or leave the territory at the place where the Customs is established. Passengers shall be subject to Customs control, and shall declare honestly to the Customs.

All inward and outward passengers entering or leaving China, except those who are exempted from examination or control in accordance with relevant regulations and those under the age of 16 traveling with adults, shall complete
or (hereinafter referred to as ) and declare truthfully to the Customs. - The inward and outward passengers who have nothing to declare shall choose the “Nothing to Declare Channel” (GREEN CHANNEL). Personal articles, carried by inward passengers, within the limitation set by the Customs, are exempted from duty, and personal articles carried by outward passengers shall be released.
- The inward and outward passengers carrying articles to declare shall choose the “Goods to Declare Channel” (RED CHANNEL).

- Seals affixed by the Customs on the baggage shall not be opened or broken without Customs prior authorization.
- Passengers who are not certain about the above instructions shall ask the Customs officers for details or choose the “Goods to Declare Channel” (RED CHANNEL).

- Obtain the declaration form
- Read the instruction on the reverse side carefully.
- Fill out the declaration form
- Choose the Customs declaration channel
- Submit the declaration form
- Conduct the Customs formalities.
- PROHIBITED AND RESTRICTED ARTICLES
CAUTION: Please don’t bring such articles into or out of China, or you are liable for the violation of the law and the following consequences.

- Articles Prohibited from Importation:
- Arms, imitation arms, ammunition and explosives of all kinds.
- Counterfeit currencies and counterfeit negotiable securities.
- Printed matter, films, photographs, gramophone records, cinematographic films, loaded recording tapes and video tapes, compact discs ( video and audio ), storage media for computers and other articles which are detrimental to the political, economic, cultural and moral interests of China.
- Deadly poison of all kinds.
- Opium, morphine, heroin, marihuana and other addictive drugs and psychotropic substances.
- Fruits, solanaceae vegetables, live animals (except dogs and cats as pet), animal products, pathogenic micro-organisms of animals and plants, pests and other harmful organisms, animal carcasses, soil, genetically modified organisms, relevant animals and plants, their products and other objects subject to quarantine from countries or regions with prevalent epidemic animal or plant diseases.
- Foodstuff, medicine and other articles coming from epidemic stricken area or harmful to man and livestock or those which might spread disease.
- Articles Prohibited from Exportation:
- All articles enumerated as articles prohibited from Importation.
- Manuscripts, printed matter, films, photographs, gramophone records, cinematographic films, loaded recording tapes and video-tapes, compact discs ( video and audio ), storage media for computers and other articles which involve state secrets.
- Valuable cultural relics and other relics prohibited from Exportation.
- Endangered and precious rare animals and plants (including their specimens), their seeds and reproducing materials.
- EXCHANGE CONTROL
CAUTION: Passengers fail to observe the exchange regulation are subject to the administrative penalty fine or even get their currencies confiscated.
- Foreign exchange:
However, inward passengers shall accurately declare to the Customs if carrying foreign currencies in cash worth more than 5,000 U.S. dollars. The Customs shall release it on passengers' departure upon the declaration made at the last entry.
