中哈聯(lián)合監(jiān)管合作

中哈(薩克斯坦)海關(guān)聯(lián)合監(jiān)管是中國海關(guān)與周邊海關(guān)之間首次開展的此類合作,是國際海關(guān)管理理念和管理手段的創(chuàng)新。經(jīng)過中哈雙方的共同努力,中哈雙方于2007年8月27日簽署了《中哈海關(guān)實施邊境聯(lián)合作業(yè)第一階段實施細(xì)則》,并先后于2007年12月15日和2008年11月17日在都拉塔(中)-卡勒加特(哈)口岸和吉木乃(中)-邁哈布其蓋(哈)口岸開展中哈邊境海關(guān)聯(lián)合監(jiān)管作業(yè)第一階段的試點,此舉為加快辦理邊境通關(guān)手續(xù),便利往來貿(mào)易提供了有益的嘗試。
通過此項合作,一是雙方使用共同的載貨清單,交換有關(guān)過境車輛的載貨數(shù)據(jù),減少查驗環(huán)節(jié),提高通關(guān)效率;二是可以幫助哈海關(guān)嚴(yán)密國內(nèi)稅收監(jiān)管。目前,雙方第一階段工作進(jìn)展順利,哈海關(guān)在不同層面多次提出希望將聯(lián)合監(jiān)管試點工作擴(kuò)大到中哈所有邊境口岸。但考慮到新疆在我國特殊的地理位置,政治、安全形勢非常嚴(yán)峻,海關(guān)經(jīng)濟(jì)把關(guān)、安全把關(guān)的職責(zé)越來越重,第二階段互認(rèn)檢查結(jié)果將對海關(guān)工作提出更高的要求,中方建議在總結(jié)第一階段成果的基礎(chǔ)上,再挑選1-2個貿(mào)易量較大的口岸進(jìn)行試點,積極、穩(wěn)妥推進(jìn)聯(lián)合監(jiān)管試點工作的開展。
中哈海關(guān)開展邊境聯(lián)合作業(yè)試點,對于推動兩國海關(guān)相互借鑒先進(jìn)工作經(jīng)驗,探索現(xiàn)代海關(guān)制度的建設(shè)以及推進(jìn)兩國之間的貿(mào)易便利和安全等方面都具有重要的現(xiàn)實意義。中哈創(chuàng)新的聯(lián)合監(jiān)管模式,大大簡化了雙方海關(guān)所需辦理的手續(xù),縮短了進(jìn)出口貨物的通關(guān)時間,為進(jìn)出口企業(yè)提供了極大的便利。我國企業(yè)應(yīng)充分利用好這一監(jiān)管模式,提高物流運轉(zhuǎn)效率,降低通關(guān)成本,實現(xiàn)企業(yè)利潤最大化。

Through the joint efforts of China and Kazakhstan, China and Kazakhstan signed the detailed rules for the implementation of the first phase of joint border operation between China and Kazakhstan Customs on August 27, 2007, On December 15, 2007 and November 17, 2008, the pilot of the first stage of joint supervision of China Kazakhstan border customs was carried out at dulata (central) - kalgat (Kazakhstan) port and Jimunai (central) - mehabqigai (Kazakhstan) port, which provided a useful attempt to speed up the handling of border customs clearance procedures and facilitate trade.
Through this cooperation, first, the two sides use a common cargo list to exchange cargo data about transit vehicles, reduce inspection links and improve customs clearance efficiency; Second, it can help Kazakhstan customs tighten domestic tax supervision. At present, the first phase of the work of the two sides is progressing smoothly. Kazakhstan customs has repeatedly raised the hope to expand the pilot work of joint supervision to all border ports between China and Kazakhstan at different levels. However, considering Xinjiang's special geographical location in China, the political and security situation is very severe, and the customs' responsibilities for economic and security control are becoming more and more important. The results of the second phase of mutual recognition inspection will put forward higher requirements for the customs work. China suggests that on the basis of summarizing the results of the first phase, one or two ports with large trade volume should be selected for pilot, actively We will steadily promote the pilot work of joint supervision.
The pilot of joint border operation between China and Kazakhstan customs is of great practical significance to promote the customs of the two countries to learn from each other's advanced work experience, explore the construction of modern customs system and promote trade facilitation and security between the two countries. The innovative joint supervision mode between China and Kazakhstan has greatly simplified the procedures required by the customs of both sides, shortened the customs clearance time of import and export goods, and provided great convenience for import and export enterprises. Chinese enterprises should make full use of this supervision mode, improve logistics operation efficiency, reduce customs clearance costs and maximize enterprise profits.
