一、海關(guān)職責(zé)
促進貿(mào)易便利化，打擊走私，征收關(guān)稅，管理貿(mào)易政策，保障公平貿(mào)易及其他國際公約、協(xié)定得到全面實施。
二、海關(guān)任務(wù)
保持關(guān)稅增長，為貿(mào)易及旅客進出提供便利，促進海關(guān)把關(guān)能力及競爭力的提升，增進守法、打擊非法貿(mào)易，保障各海關(guān)業(yè)務(wù)現(xiàn)場及供應(yīng)鏈的安全。
三、組織機構(gòu)
?。ㄒ唬┚C合行政司。
1.人力資源處。負責(zé)通過實施能力建設(shè)相關(guān)項目，全面提高迪拜海關(guān)全體關(guān)員履行職權(quán)的能力，并在員工績效基礎(chǔ)上營造內(nèi)部合作氛圍。
2. 財務(wù)處。負責(zé)制定、實施并管理所有與財務(wù)相關(guān)的政策與事務(wù)。包括制定、管控財務(wù)目標，為各部門制定年度預(yù)算。
3.行政事務(wù)處。負責(zé)為員工提供最高效的工作環(huán)境。對各部門采購及項目執(zhí)行情況進行監(jiān)督。通過資產(chǎn)管理，對海關(guān)財政預(yù)算外資金進行管理。
?。ǘ┩P(guān)業(yè)務(wù)司。
負責(zé)管理全迪拜16個通關(guān)業(yè)務(wù)現(xiàn)場。負責(zé)有關(guān)企業(yè)認證、保稅倉管理等系統(tǒng)，負責(zé)推廣企業(yè)通關(guān)指南、規(guī)程，并負責(zé)企業(yè)投訴系統(tǒng)的日常管理。
?。ㄈ┱叻ㄒ?guī)司。
負責(zé)法律事務(wù)，法律咨詢，訴訟，海關(guān)案件，海關(guān)估價協(xié)議及關(guān)貿(mào)總協(xié)定的實施，進口貨物關(guān)稅稅率的審定，禁止及限制進出口，經(jīng)濟協(xié)議，原產(chǎn)地規(guī)則等。知識產(chǎn)權(quán)及商標保護，減免稅（暫時進出境，過境貨物，自由區(qū)貨物，保稅倉貨物，及再出口貨物等）。此外，還負責(zé)起草海關(guān)政策及相關(guān)作業(yè)程序，對海關(guān)與其他政府機構(gòu)以及地區(qū)、國際組織的對外關(guān)系事務(wù)進行監(jiān)督。
?。ㄋ模┴浳锉O(jiān)管司。
負責(zé)海灣合作委員會（以下簡稱海合會）國家共同海關(guān)法及其他相關(guān)法律的實施，包括對電子報關(guān)數(shù)據(jù)的審核，對經(jīng)情報分析后有關(guān)貨物的查驗，以及對已放行貨物實施稽查。負責(zé)對海關(guān)相關(guān)違法案件的調(diào)查，提供相關(guān)證據(jù)，查扣貨物，對貨物查驗相關(guān)設(shè)備的使用提供技術(shù)支持及專業(yè)技術(shù)指導(dǎo)。
（五）科技發(fā)展司。
負責(zé)海關(guān)技術(shù)設(shè)備的現(xiàn)代化發(fā)展。迪拜海關(guān)所有通關(guān)業(yè)務(wù)均已實現(xiàn)網(wǎng)絡(luò)化電子作業(yè)，迪拜海關(guān)通過網(wǎng)站及其他媒體技術(shù)，確保了海關(guān)與企業(yè)、戰(zhàn)略伙伴及社會各界的有效溝通。
1、 Customs duties
We should promote trade facilitation, crack down on smuggling, collect tariffs, manage trade policies, and ensure the full implementation of fair trade and other international conventions and agreements.
2、 Customs task
To maintain tariff growth, facilitate trade and passenger entry and exit, promote customs control capability and competitiveness, enhance law-abiding and combat illegal trade, and ensure the security of customs business site and supply chain.
3、 Organization
（1） Department of General Administration.
1. Human resources department. Responsible for the implementation of capacity-building related projects to comprehensively improve the ability of all customs officers in Dubai to perform their duties, and create an internal cooperation atmosphere based on staff performance.
2. Finance department. Responsible for the formulation, implementation and management of all financial related policies and affairs. Including the establishment and control of financial objectives, making annual budget for each department. 3. Administrative office. Responsible for providing the most efficient working environment for employees. Supervise the purchasing and project implementation of each department. Through asset management, it manages the extra budgetary funds of the customs.
（2） Department of customs clearance.
Responsible for the management of 16 customs clearance sites in Dubai. Responsible for the enterprise certification, bonded warehouse management system, responsible for promoting enterprise customs clearance guidelines, procedures, and responsible for the daily management of enterprise complaint system.
（3） Policy and regulation department.
Responsible for legal affairs, legal consultation, litigation, customs cases, implementation of Customs Valuation Agreement and GATT, examination and approval of import tariff rate, prohibition and restriction of import and export, economic agreement, rules of origin, etc. Intellectual property and trademark protection, tax reduction and exemption (temporary entry and exit, transit goods, free zone goods, bonded warehouse goods, re export goods, etc.). In addition, it is also responsible for drafting customs policies and relevant operating procedures, and supervising the foreign relations between the customs and other government agencies, as well as regional and international organizations.
（4） Department of cargo control.
Responsible for the implementation of the common customs law of the GCC countries and other relevant laws, including the audit of electronic customs declaration data, the inspection of relevant goods after intelligence analysis, and the inspection of released goods. Responsible for the investigation of customs related illegal cases, providing relevant evidence, checking and detaining goods, providing technical support and professional technical guidance for the use of goods inspection related equipment.
（5） Department of science and technology development.
To be responsible for the modernization of Customs technical equipment. All customs clearance business of Dubai customs has realized network electronic operation. Through website and other media technologies, Dubai customs has ensured effective communication between customs and enterprises, strategic partners and all sectors of society.
